The United States and United Kingdom Sign No-Tariff Deal on Prescription Drugs.

The UK and US have hammered out a significant bilateral deal that will maintain zero levies on British drug shipments being sold in the US market.

Key Provisions of the Accord

As part of the deal, the UK has agreed to increase funding on pharmaceuticals through the National Health Service (NHS). This move ensures that import taxes on these key goods will stay at nothing for a period of the next three years.

This development is in response to recent statements to significantly raise tariffs on patented pharmaceutical imports, with potential rates mentioned up to one hundred percent.

"This agreement between the United Kingdom reinforces the worldwide climate for cutting-edge drugs and introduces long-overdue fairness to American-British medicine commerce," an announcement said.

Trade Importance

Pharmaceuticals are one of the UK's biggest goods shipped to the United States, which is by far the primary destination for large companies like GSK and AstraZeneca.

Statistics reveal that in the 12 months leading up to the third quarter, the UK shipped drugs worth billions to the US. This amount represented nearly one-fifth of total UK exports in that timeframe.

"This agreement secures jobs, boosts funding and facilitates the UK to emerge as a worldwide center for biotech and pharma," the Business and Trade Secretary stated.

Specific UK Commitments

The deal includes several notable commitments from the UK:

  • Higher Cost Ceiling: The UK will lift the price threshold at which it deems new therapies to be prohibitively costly by twenty-five percent.
  • Higher Drug Budget: There is a goal to raise overall NHS spending on medicines from 0.3% of the national economy to 0.6% over the next decade.
  • Refund Ceiling: The percentage drug companies must pay back to the NHS to prevent overspending will be limited at fifteen percent. Last year, repayments exceeded 20%.

Broader Context

The pact comes amid a long-running row between the sector and the ministers over spending levels and approval rates.

The disagreement were intensified by arguments that US customers were charged significantly more for the same drugs than people in the other developed nations.

Over the last 18 months, several significant pharmaceutical investments in the UK have been delayed or abandoned, while multi-billion-dollar investments have been directed toward US facilities.

The Science Minister stated that the NHS needed to invest a greater share on drugs, noting that its budget allocation on drugs had declined as a share of its overall budget over the last ten years.
